I. NAME



The name of the organization is Amity A.C. Soccer Club. Amity A.C. Soccer Club is a committee of the Amity Township Athletic Club of Berks County Pennsylvania.



II. PURPOSE



The purpose of Amity AC Soccer Club is to establish and maintain policies concerning the soccer program while adhering to the Amity Township A.C. by laws. This committee will also provide a meaningful and enjoyable soccer experience for the members of the Amity AC Soccer Club. The club will encourage development of soccer skills and tactics, sportsmanship, team work and leadership for children of all ages and experience.



III. MEMBERSHIP



A. Participating membership is open to all communities and persons that fulfill the financial requirements.



B. General membership is open to those adults that are participating members or who have children that are participating members and abide by the by-laws of the Amity AC Soccer Club and the Amity Township AC by-laws. There will be one vote per family.



IV. MEETINGS



A. Regular meetings shall be held on the third Tuesday of each month at 7:30 PM. All meetings are open to all members. Special meetings maybe called at any time by the President. In the event a special meeting is called the Secretary shall notify the general membership by posting (at the club house and internet) the time, date and location.



B. All teams shall have a representative present during each regular meeting.



C. A quorum shall consist of a five (5) members with at least three (3) being executive board members.



D. Executive Board meetings can be schedule as required by the executive board. Executive board meetings are for the executive board members only and are NOT open to the participating and general members.



E. All members, that have attended two (2) meetings (within the last year or 365 days prior to that meeting), may vote on issues that are presented during meetings that are not reserved for the executive board members only.



F. Order of business to be conducted at all meetings in accordance with the guidelines of Robert Rules of Order and as follows:



1. Call to order.

2. Attendants of board members, team representatives and members.

3. Reading of the minutes of the previous meeting or any special meetings.

4. Read communications

5. Report of the treasure

6. Presidents report

7. First Vice President’s report

8. Second Vice President’s report

9. Special committee report (tournament, volunteer coordinator, field commissioner etc.)

10. Old business

11. New business

12. Adjournment



V. EXECUTIVE BOARD



A. The Executive Board shall consist of nine (9) members: President, First Vice President, Second Vice President, Secretary, Registrar, Field Commissioner, Treasure/Equipment Manager, Tournament Director and Volunteer Coordinator.



B. The terms of office for all executive board members will be two years or until their successor assumes office. The outgoing President will serve as the advisor for one year to the Amity AC Soccer Club executive board.



C. If any executive board member fails to attend three consecutive meetings of the Amity AC Soccer Club, without good and sufficient excuse, his/her position will be declared vacant. A good and sufficient excuse will be determined by the majority vote of the members present.



D. DUTIES OF THE EXECUTIVE BOARD



1. Present the Amity AC Soccer Club annual budget to the Amity Township AC.



2. To establish policies and procedures for the club.



3. Select the final teams by a majority vote of board members only. This will include level of play, with recommendations from the coaches.



4. Select the coaches, assistant coaches, committees or appoint other temporary positions as required for a successful soccer program by a majority vote of board members only.



VI. DUTIES OF THE ELECTED EXECUTIVE BOARD MEMBERS



A. PRESIDENT



1. The President shall preside at all club meetings, preserve order, enforce the by-laws and conduct all club meetings.



2. Attend all the Amity Township AC meetings



3. Appoint all committees not otherwise listed.



4. In the event a vacancy occurs on the executive board the President may appoint a member to the vacant position until the term has expired.



B. FIRST VICE PRESIDENT



1. The First Vice President shall assist the President and in his/her absence shall perform the duties of the president.



2. Shall act as the Reading Berks Soccer League coordinator and attend all league meetings. He/she will report back to the Amity AC Soccer meetings.



3. Shall be the Coaching Coordinator for ages under 9 and up. This will include communicating coaching clinics, conducting coaching clinics, provide information for the development of coaches and players.



4. Coordinate the under 9 program.



C. SECOND VICE PRESIDENT



1. The Second Vice President shall assist the President and First Vice President and in the absence of the President and First Vice President shall perform his/hers duties.



2. Shall be the coaching coordinator for ages under 6 & 8. This will include communicating coaching clinics, conducting coaching clinics, provide information for the development of coaches and players.



3. Coordinate the under 6 & 8 programs. This will include the following: provide the league schedule and supervise the under 6 & 8 programs.



D. SECRETARY



1. Keep accurate minutes of the all meetings and board meetings.



2. Conduct necessary correspondences for the club and preserve all books, papers and other documents pertaining to his/her office.



3. Notify members of any special meetings by posting (at the club house and the internet) the time, date and location.



4. Shall make all ballots for the executive board elections and maintain accurate records of all absentee ballots.



5. Coordinate pictures for the soccer club. This will include the photographer and team picture schedules.





E. REGISTRAR



1. Coordinate and conduct registrations. This will include selecting times, dates, locations, and advertisements. Registrations shall be conducted two or three times during the month of May and any other times deemed necessary for the spring season.



2. Maintain the Amity AC Soccer club data base of all players, coaches and members. This will include the rating form data, registration and membership fees collected.



3. Register all Amity AC Soccer Club teams in the appropriate leagues and supply the required registration packages for all teams.



F. TREASURER/EQUIPMENT MANAGER



1. Maintain financial records of the Amity AC Soccer Club and verify all transactions with the Amity Township AC Treasurer. Records shall be kept for all money taken in and money spent for soccer.



2. Prepare a financial report for each Amity AC Soccer Club meeting.



3. Make recommendations for the purchase and distribution of all equipment required for the Amity AC Soccer Club. This will include: goals, nets, balls corner flags, paint, tee shirts, cones, and any other equipment required.



4. Maintain records of all team equipment distributed and returned.



G. FIELD COMMISSIONER



1. Communicate all changes and cancellations, to the appropriate league, for all games played at the Amity AC Soccer Club complex.



2. Establish a practice schedules for all teams in a reasonable time frame.



3. Coordinate field duties such as: first lining of the fields, maintain schedule to ensure that the lights are turned on-off at the appropriate times and any other function deemed necessary for proper field coordination.



H. TOURNAMENT DIRECTOR



1. Coordinate all soccer tournaments held at Amity AC Soccer Club and select committees as required for a successful tournament.



2. Communicate outside tournaments for all coaches and members during the regular schedule meetings.



3. Act as the alternate for the Reading Berks Soccer League coordinator.



I. VOLUNTEER COORDINATOR



1. Maintain a reference list of volunteers and coordinate the volunteer activities. These activities will consist of: weekly field lining schedule, snack stand schedules and supervision, and referees for the under 8 program.



2. The volunteer list will be made available for all executive board members to assist them in their duties.



VII. NOMINATIONS AND ELECTIONS



A. NOMINATIONS



1. The president shall appoint three (3) members to a nominating committee. The committee shall solicit the general membership to obtain nominations to run for the Amity AC Soccer Club executive board positions.



2. Nominations of candidates for the Amity AC Soccer Club executive board shall be made at the regular scheduled October meeting. Each member in attendance at the October meeting will be permitted to make nominations for the board.



B. ELECTIONS



1. All elections shall be conducted by secret ballots, provided by the secretary, at the November meeting.



2. Absentee ballots maybe obtained five (5) business days prior to the election from the Secretary and must be returned to the Secretary prior to the election. In case of a tie, vote will be decided by those members present.



3. Nominates receiving a majority of votes cast for each office shall be declared elected. If a majority is not reached on the first ballot, all nominees, with the exception of the two receiving the highest number of votes, shall withdraw before the second ballot is taken.



4. All new elected board members will start on January 1.



5. In case of a tie vote, the president shall order succeeding ballots for the office or offices where such ties exist; said ballots shall be taken immediately and until the tie is broken.



VIII. IMPEACHMENT OR EXPULSION



A. Any executive board member maybe impeached and removed from office and any member may be dismissed, expelled or suspended from the Amity AC Soccer Club for violations of the By-laws or other improper conduct as stated in the Amity AC Soccer Club-Code of conduct (see attachment A of these By-laws). Term of suspension shall be at the discretion of the members.



B. No member shall be removed or expelled without having due notice of the accusation and ample opportunity to prepare his/her defense.



C. All charges made against a member must be in writing, must be signed and dated by the member making the charges and must be presented at the regular club meeting.



D. Voting on the case shall be by secret ballot at the next regular meeting after the Secretary has notified the members.



E. A two-thirds majority vote of all votes cast of the members present is required to impeach, dismiss, expel or suspend any board member or member.



IX. AMENDMENTS



A. PROPOSING AMENDMENTS



Amendments may be proposed by any member at any time. Proposed amendments must be submitted in writing to the President who shall present such proposals to the members at the next regular scheduled meeting



B. ADOPTION OF AMENDMENTS



1. The proposed amendment must be read at three meetings conducted by the Amity AC Soccer Club. After the third reading it shall be moved for action. A two-third majority of all votes cast will be necessary for adoption.



2. Amendments shall become part of the Amity AC Soccer Club By-laws immediately upon their adoption by the voting members unless otherwise stipulated in the amendment.



3. All amendments and proposal shall be maintained by the Secretary and the By-Law Committee.



C. FILING OF AMENDMENTS



1. The club secretary shall keep the official copy of the club by-laws and all adopted amendments.



2. The By-Law chairman will also maintain a copy of the by-laws and all adopted amendments.











X. DISSOLUTION



The Amity AC Soccer Club shall be dissolved in the event it shall cease to carry out the purpose herein set forth and upon the unanimous vote of the members.

Amity AC Soccer Club-Code of Conduct



The purpose of Amity AC Soccer Club is to establish and maintain policies concerning the soccer program while adhering to the Amity Township A.C. by laws. This committee will also provide a meaningful and enjoyable soccer experience for the members of the Amity AC Soccer Club. The club will encourage development of soccer skills and tactics, sportsmanship, team work and leadership for children of all ages and experience.



To insure these goals are met, we will strictly enforce the following:



· Parents, players and coaches shall refrain from using profane language.



· Coaches will refrain from the use of alcohol and all tobacco products.



· Players, coaches and parents are to treat all referees with respect and recognize that the referee has sole authority during the soccer match. Referees have the right to suspend or terminate matches under the laws of the game.



· Parents, coaches and players will treat teammates and opponents with respect and uphold all rules of good sportsmanship. Players, parents and coaches are encouraged to voice positive comments. Negative comments or criticism will not be tolerated.



It is the responsibility of all coaches and players to attend all scheduled practices and matches. It is the parents responsibility to see that their child arrives at the filed at the specified time and picks them up promptly after practices or matches. It is the players and coaches responsibility to police their bench areas after each match.
